Job Summary:

Job Purpose The Government Relations Officer (GRO) is the primary custodian of the company’s regulatory compliance regarding employee documentation and labor laws. You will manage the entire lifecycle of employee government services—ensuring that visas, residency permits (Iqama), and labor contracts are fully compliant with Ministry of Human Resources and Social Development (MHRSD) and Ministry of Interior regulations.

Key Responsibilities:

    1. Employee Lifecycle Compliance (Core Focus)
    Onboarding: Process new work visas, arrange medical insurance, and coordinate medical screenings & biometrics for new hires.
    Iqama Management: Handle the issuance, renewal, and cancellation of resident identities (Iqama) for all expatriate employees within statutory deadlines.
    Mobility: Process sponsorship transfers (Naqal), exit/re-entry visas, and final exit visas for resignations/terminations.
    HR Integration: Ensure job titles on employment contracts match the professions registered in Qiwa and GOSI to avoid legal penalties .
    2. Government Systems & Portal Management
    Qiwa: Manage the platform to ensure full compliance with Saudi Labor Law, including drafting and validating employment contracts digitally.
    Muqeem: Monitor employee residency status, passport details, and dependents.
    GOSI: Register new employees and terminate leavers for social insurance purposes.
    Absher (Business): Manage company vehicle registrations and employee family sponsorship where applicable .
    3. Regulatory Audits & Penalty Prevention
    Act as the company representative during labor office inspections and Ministry audits, providing necessary documentation instantly.
    Proactively monitor expiry dates (Iqama, Passports, Company Licenses) to prevent financial penalties.
    Advise HR management on changes to the Saudi Labor Law, Saudization (Nitaqat) levels, and localization requirements .
    4. Employee Relations Support
    Liaise between employees and government entities for official letters (Bank Letters, Police Clearance, Driver’s License conversion).
    Support the HR team in offboarding by ensuring proper settlement and cancellation of labor files to avoid blocking future visas for employees.
Requirements:
  • Qualifications & Requirements
  • Experience & Knowledge:
  • Minimum 1 to 5 years of experience specifically as a GRO or PRO in Saudi Arabia .
  • Deep understanding of Saudi Labor Law, Immigration rules, and GOSI regulations.
  • Technical proficiency with the following government portals:
  • Qiwa, Muqeem, GOSI, Absher (Business)
  • Mudad (Wage Protection System) and MHRSD platforms .
  • Skills & Attributes:
  • Language: Fluent in Arabic (required) and English (business proficient).
  • Negotiation: Strong interpersonal skills to resolve disputes with government clerks efficiently.
  • Organization: High attention to detail to manage hundreds of employee records and expiration dates.
  • Problem Solving: Ability to resolve "stuck" applications (e.g., visa bans or profession mismatches) without external consultants.
  • Education:
  • Bachelor’s degree in Business Administration, Law, or HR is highly preferred.Working Conditions
  • Full-time, office-based with frequent travel to Immigration (Jawazat), Labor Office, and Chamber of Commerce.
  • Must have a valid Saudi driving license and access to a vehicle.In addition, we would like to include one more responsibility for this role:
  • Supporting the Sales team in coordinating and communicating with relevant government authorities regarding product registration and market access matters when required.
