Job Summary:
We are seeking an experienced Senior Procurement Officer to join our Manufacturing & Quarrying Group. The successful candidate will be responsible for managing centralized procurement activities across multiple business units, ensuring the timely and cost-effective sourcing of raw materials, machinery, spare parts, and services while maintaining the highest quality and compliance standards.
Reporting directly to the Group Procurement Manager, this role plays a key part in driving procurement efficiencies, supplier performance, and cost optimization initiatives across the organization.
Key Responsibilities:
- Manage end-to-end procurement activities for raw materials, machinery spare parts, consumables, and quarrying-related products.
- Develop and implement centralized sourcing strategies to achieve cost savings and operational efficiencies.
- Identify, evaluate, and manage supplier relationships while maintaining an approved vendor database.
- Monitor market trends and pricing to support strategic purchasing decisions.
- Negotiate contracts, pricing agreements, payment terms, and delivery schedules with suppliers.
- Establish and manage long-term supplier partnerships.
- Resolve supplier performance issues, contractual disputes, and quality concerns.
- Coordinate international sourcing and imports, ensuring compliance with logistics and customs requirements.
- Collaborate with production, operations, projects, and warehouse teams to forecast procurement requirements.
- Monitor inventory levels and ensure uninterrupted supply to manufacturing and quarry operations.
- Process purchase requisitions and purchase orders through Oracle ERP, ensuring accuracy and compliance.
- Ensure procured materials and services meet technical specifications, quality standards, and safety requirements.
- Maintain compliance with company procurement policies and regulatory requirements.
- Support supplier audits and quality assessments where required.
- Prepare procurement reports, spend analysis, cost-saving reports, and supplier performance evaluations.
- Track procurement KPIs and recommend process improvements.
- Support management with procurement planning and budgeting activities.
Requirements:
- Bachelor's Degree in Business Administration, Supply Chain Management, Engineering, or a related field.
- 5–8 years of procurement experience within manufacturing, construction materials, mining, quarrying, or industrial sectors.
- Proven experience in a centralized procurement environment.
- Experience sourcing raw materials, industrial equipment, spare parts, and consumables.
- Strong negotiation, analytical, and vendor management skills.
- Good understanding of construction materials, aggregates, cement products, industrial machinery, and international procurement.
- Experience with Oracle ERP or similar procurement systems.
- Advanced proficiency in Microsoft Excel and MS Office applications.
- Excellent communication skills in English; Arabic is an advantage.
- CIPS (Chartered Institute of Procurement & Supply) or equivalent procurement certification is preferred.
